In accordance with Law 10/2022, of December 23, on educational leisure for children and young
people in the Balearic Islands, children's and youth facilities are infrastructures specifically
intended to accommodate children and young people in the framework of the development of
'educational leisure activities for children and youth or to provide temporary accommodation for
young people for work or training issues.
According to current regulations, users can be:
- Children and young people up to 30 years old and groups of children and young people.
- • Exceptionally, children's and youth facilities can accommodate people over 30 years old in
the following cases:
- a) When they participate together with children and young people in the activities
they carry out as monitors, educators or support staff.
- b) When it comes to families with children and young people participating in activities
that, due to their characteristics or their social interest, justify the use of the facility.
- c) When they participate in educational, public interest or social activities promoted by
public or non-profit entities.
- d) Educational leisure professionals for children and youth, regardless of their age,
who carry out activities specific to their training, training and practices.
However, according to Law 10/2022, these exceptions must be regulated by the Island Council (Consell Insular) in order to be applied. Since the Island Council of Menorca has not yet approved the regulations, in accordance with the Second Transitional Provision of Law 10/2022, until new regulations are approved, Decree 23/2018 remains fully in force in all aspects that do not contradict the law. Therefore, the current conditions of use are legally protected by this Decree, in its consolidated version (https://www.caib.es/sites/joventut/es/normativa_y_documentos_de_interes-44028/).
Article 58.2.b of Decree 23/2018 states that people over 30 years of age may use the facilities if they are parents or guardians, teachers, educators, monitors... who participate together with minors in educational activities, so, currently, this is the only exception.
SA VINYETA LEISURE HOSTEL: AS AN EXCEPTION, IN ACCORDANCE WITH THE CURRENT REGULATIONS, PEOPLE OVER 30 YEARS OLD MAY ACCOMMODATE WHEN THEY HAVE A HOSTEL CARD FROM THE SPANISH NETWORK OF YOUTH HOSTELS (REAJ) OR ANY OTHER TYPE OF ACREDITATIONS THAT THIS NETWORK RECOGNIZES AS VALID.
